That's the best way honestly. especially since Valve decided to be a moron and not have it download directly to the mod folder already. Also when paking the file make certain when you follow the tutorials there and name it XXX mod name and .pakif you don't the game will not recognize it because its in the wrong format. The window is being created before the mod is loaded. The load order is mods in mods folder -> create window -> mods in workshop folder. That's not how it should be.
If you've installed Starbound via GOG Galaxy: [Galaxy directory]\Games\Starbound. Step 3. Open the folder named mods. Step 4. Paste your mod into the folder. If the mod has .pak file, paste it right there. If the mod doesn't have .pak file but has folder with the name of the mod (e.g. "Dungeon Mod"), paste the whole folder.
